Mural in Support of Black Lives Matter
The Council approved the logistics and allocated $3,000 for the painting of a mural on Laurel Avenue with one unified message “END RACISM NOW” as a representation of the Town of Carrboro’s support for Black Lives Matter. Sekou Keita, an African American filmmaker and professional photographer, has initiated the mural and envisions its creation as a community project. The Town will use flags and colored lights on Town Hall to create a Black Lives Matter display while awaiting the completion of the artwork.

Non-Profit CARES Act Funding
The Council approved recommendations to fund non-profits that provide direct assistance to households impacted by COVID-19 with the Town’s CARES Act funds. The Council allocated $40,000 of these funds to the non-profits.

Update on Plan to Improve Outreach and Communications to Underserved Community Members
The Council received an update on a plan of action and strategies to increase access to information, resources and participation in civic processes by people of color, immigrant, refugee and other marginalized communities.

Juneteenth as a Town Holiday
The Council unanimously approved a resolution recognizing Juneteenth as a Town holiday to celebrate the emancipation of enslaved people in the United States. Juneteenth is celebrated on June 19, the day when Union soldiers arrived in Galveston, Texas, with the news that the Civil War had ended and slaves were free. The news arrived more than two years after President Abraham Lincoln’s Emancipation Proclamation.

Fire Chief Dave Schmidt regularly shares COVID-19 response actions and data, including information from the Orange County Health Department’s weekly dashboard at https://www.orangecountync.gov/2332/Coronavirus-COVID-19

UNC Roadmap Briefing
UNC-Chapel Hill Executive Vice Chancellor and Provost Bob Blouin shared Carolina’s Roadmap for fall 2020 and answered Council questions. He described a phased plan for return to campus with measures for safety and responsibility.

203 South Greensboro Project
The Council considered future design considerations related to the 203 South Greensboro Project. The Town approved the utilization of some or all of the Maple Avenue right of way for the purposes of developing the 203 Project and acknowledges that any needed abandonment of the right of way would occur in conjunction with the appropriate statutory processes.
